Church Street and Bank Street are lined with frame houses that went up in the early 1900s, and those are the ones that tell us the most on arrival. Balloon framing, layered floors, plaster over lath in places. Water finds a joist bay and travels sideways under two rooms before anybody sees a stain. Out past the town-water line it's a different job entirely — manufactured and modular homes sitting on acreage, running off private wells and septic. We pull more calls here from ruptured pressure tanks and failed well lines than from anything a utility did.
Drainage out here is ditches, not storm sewer. After a hard summer rain the water ponds against slab foundations and gets into barns and outbuildings, and it's rarely clean by the time it's inside. Extraction, structural drying, and mold work all get planned around that. Sewage backups from a struggling drainfield are their own category, and we handle them as contaminated from the first minute. Insurance documentation happens as we go, not after.

It changes the cause and the cleanup category. Pressure-tank ruptures dump a lot of water fast in a crawlspace or utility room, and septic backups are treated as contaminated water, which means removal of affected porous materials rather than just drying them.
Do I need a permit from the Town of Windsor for repairs?
Windsor doesn't keep a full-time building department, so permitting runs through Isle of Wight County at Isle of Wight Courthouse. Emergency mitigation — extraction, drying, containment — doesn't wait on that. Structural rebuild is where the county comes in.
