Battlefield Boulevard runs past a solid twenty years of slab-on-grade building — Great Bridge, Greenbrier, Hickory, Grassfield, most of it 1980s through the 2000s on filled ground. That construction fails in a predictable way. Water doesn't ruin framing; it ruins bottom plate, baseboard and flooring, and it hides under the tack strip while the room looks fine. With the Dismal Swamp on the southern and western edge, the water table sits high and flat everywhere south of the Albemarle & Chesapeake Canal, so slabs wick and crawlspaces hold standing water long after the sky clears.
South Norfolk's older mill-village stock on Poindexter and Liberty is a different animal — crawlspace, cast iron, 1900 to 1940. Out along Taylor Road and Portsmouth Boulevard in Western Branch we still pull polybutylene out of 1978-1995 houses. We plan around the High Rise and the Great Bridge lock too; a bad opening adds fifteen or twenty minutes and it's better to say so than pretend otherwise.
Ditch drainage, slab moisture, and what actually floods here
My driveway and garage flood but the creek never came up. Is that still water damage?
Yes, and it's common in Camelot and Norfolk Highlands. Chesapeake drains through roadside ditches and canals, not storm sewer, so a two-inch rain backs up at the low spots and pushes into garages well before anything tidal moves. Same extraction and drying work either way.
The floor dried but the baseboards still smell. What's going on?
On a slab, moisture moves sideways into the bottom plate and the back of the baseboard where air never reaches. Surface-dry means nothing. We meter the plate and the slab itself and dry the cavity, otherwise it comes back as mold in a few weeks.
